The Organisation for Economic Cooperation and Development (OECD) started activities relating to chemicals control with special emphasis on new chemicals in 1974, when the Council urged governments of Member countries to make all efforts to ensure that the potential effects of chemicals and chemical products on man and his environment be assessed prior to marketing [1]. Following a broad study undertaken by the OECD Chemicals Group and the result of negotiations within the group, an assessment scheme was outlined to be used mainly in predicting the hazards of a new chemical [2].
