Oran Young argues that the dynamic evolution of environmental regimes reflects the interaction between structural factors, such as the nature of the environmental problem at hand, and the institutional features of the regime, such as monitoring mechanisms and voting rules. Building on complexity theory, he argues that the nature of this interaction, or “endogenous-exogenous alignment,” determines a regime’s robustness and resilience to various stress factors, such as new scientific information or changing state preferences. …
