Abstract

This chapter approaches the political power of private sector providers. Adapting the power resource approach to for-profit providers, it presents a novel measure of provider power that conceptually draws on the distinction of structural and instrumental power. The results show that power resources of private sector providers have steadily, although not tremendously, increased since 1990. A comparison of sectors reveals that resources of pension industries are generally higher, but hospital industries have caught up in recent years, showing an impressive dynamic.

Two other potential measures of lobbying could be the size of the public affairs office or general spending on lobbying efforts. However, it is extremely difficult to get data for either of these indicators.
