We argue that a cognitively motivated vertically layered two-pass agent architecture with a correspondingly layered knowledge representation formalism is necessary for implementing responsive, reactive, and pro-active behavior into smart objects and smart environments. Being cognitively motivated, our approach aims to respect the cognitive demands of a human being, to deliver an adequate human-computer interface to urban computing environments. The vertically layered two-pass agent architecture allows separating time-critical processes with low computational demands from the computationally more expensive processing needed for intelligent systems. Additionally, representation mechanisms are necessary that correspond in expressive power and processing complexity to the available resources on each layer. We give an outline of a multi-agent system and representation formalism that fulfill these requirements.
