The concept of Communities of Practice is nowadays ‘common parlance’ in the private and public sector. However, research concerning the potential and benefits of CoPs embedded in public organizations lacks behind. Consequently, it still remains vague whether informal CoPs are able to unfold their widely recognized potential in terms of knowledge creation and dissemination within the context of the public sector. To shed light on this issue, the author employs the German Federal Armed Forces as a research setting since it is an outstanding example for a supremely hierarchical public organization showing a high degree of formalization in structure and processes. The research at hand particularly focuses the entanglement of the formal organization with the informal CoPs. More specifically, the author was inspired by the interest in exploring which role these informal entities play in regard to the development of knowledge and innovations, thereby, possibly fostering the organizational knowledge management as well as the adaptability of a supremely hierarchical public organization.
About the authorAndré Kreutzmann prepared the dissertation at hand at the Institute of Technology and Innovation Management at the Helmut-Schmidt-University. As a member of a research project commissioned by the German Ministry of Defense, he investigated the potential of Communities of Practice in terms of knowledge management, innovation development, and organizational adaptation.

Abstract
The vast majority of organizations act in an organizational environment which is characterized by ever-changing framework conditions such as legal regulations, technological standards, and consumer needs. Most public organizations experience frequent changes in their environment caused by changing requirements and tasks, short-term orientation of policy, and decreasing budgets. Moreover, the effects of a continuous global climate change and the consequences of the recent financial crisis affect not only directive policy agendas of governments but also the corresponding management of public organizations.

This section lays the theoretical fundament for the conducted studies on CoPs embedded in the FAF as an example for a supremely hierarchical public organization. First, the origins and theoretical foundations of the CoP concept are described. Furthermore, specific aspects such as the emergence and coordination mechanisms of CoPs are elucidated.

Chapter 3. Research Design and Methodology
Abstract
This section outlines the general research approach for the thesis at hand on CoPs embedded in a supremely hierarchical public organization. First, the FAF as the chosen research field is described and special contextual characteristics are illustrated. Afterwards, the case study design and the research approach are described and a brief summary of the examined CoPs is presented.

Chapter 4. Case Descriptions of the studied Communities of Practice
Abstract
Respecting the necessary confidentiality in connection to the special research field, this section briefly outlines the investigated CoPs in order to provide a better understanding of the analyzed cases. Besides the description of the community formation, further aspects in regard to their members, thematic focuses, and collaborative work are unfolded.

Chapter 5. CoPs as Enabler of Organizational Knowledge Creation
Abstract
This chapter presents the findings concerning CoPs’ role and benefit in relation to the development of organizational (tacit and explicit) knowledge. In this context, the following section comprehensively outlines the derived data structure in regard to the enablement of knowledge creating processes of Nonaka’s SECI model as described in section 2.2. Subsequently, the results are discussed which leads to an intermediate conclusion ending this chapter.

Chapter 6. CoPs as Loci of Collective Lead Userness
Abstract
This chapter illustrates CoPs’ potential to serve as a kind of lead user due to the evolvement of a so-called ‘collective lead userness’. In this context, the following subsections comprehensively present the derived data structures in regard to 1) CoP’s role as a supportive platform of innovation, 2) the potential evolvement of CoP’s ‘collective lead userness’, and 3) the innovation output of the explored CoPs acting as collective lead users. Afterwards, the therein elucidated results are discussed by linking them to relevant literature which, finally, leads to an intermediate conclusion at the end of this chapter.

Chapter 7. CoPs as an Enhancement of Organizations’ Innovative Capability
Abstract
This chapter comprehensively expounds the findings concerning the role CoPs’ knowledge and innovation developing efforts may play for the innovative capability of a rigid and, therefore, slowly reacting public hierarchy. In this regard, the following three subsections illustrate how CoPs foster the sensing and seizing of opportunities and, furthermore, initiating the transfer of innovative solution in order to stimulate the adaptation of the organization. Afterwards, the results are discussed which, finally, leads to the derivation of an intermediate conclusion ending this chapter.

Chapter 8. Summary and Conclusions
Abstract
This final chapter synthesizes the results of the presented findings concerning CoPs’ roles, the potentials, and benefits leveraged in the FAF as an example of a large supremely hierarchical public organization. In this context, the following subsection initially answers the research questions raised in the introducing part of this thesis. Afterwards, the theoretical contributions of the thesis at hand are outlined and, subsequently, recommendations for management practice are derived.
