Abstract

Policy integration is an emerging scientific field, which is used to advance understanding and real-life policymaking to address recent day, complex, and urgent problems such as climate change. This book uses a definition of climate policy integration as being characterized by the increasingly ambitious incorporation of climate policy goals into all stages of policymaking and governance systems in other policy fields, and by attempts to minimize contradictions between climate policy and other policies. CPI is not an end in itself, but sectoral integration is an inherent feature of climate policy that leads to an integrated climate policy and related policy outcomes. In this book, CPI accounts for fine balances between climate policy objectives and development priorities, as they are typically defined by sectoral policy fields.

In a more elaborated form, “The Convention requires all Parties, keeping in mind their responsibilities and capabilities, to formulate and implement programmes containing measures to mitigate climate change. Such programmes target economic activity with an aim to incentivize actions that are cleaner or disincentivize those that result in large amounts of GHGs. They include policies, incentive schemes and investment programmes which address all sectors, including energy generation and use, transport, buildings, industry, agriculture, forestry and other land use, and waste management. Mitigation measures are translated into, for example, an increased use of renewable energy, the application of new technologies such as electric cars, or changes in practices or behaviours, such as driving less or changing one’s diet. I use it here in the sense of “integrating climate policy objectives into sectoral policies, budgets and programs,” which is a similar definition as CPI, although underlying approaches and subject-matter ramifications differ.

In some cases, climate change considerations bring about changes in long-standing patterns of sector governance. In South Africa, for example, the Copenhagen pledge led to a process of reconsidering South Africa’s integrated resource plan for electricity to include carbon reduction as one among multiple criteria (Republic of South Africa, 2011). In India, the establishment of national sectoral “missions” had the effect of creating new institutional mechanisms in the case of the National Solar Mission, or of raising the profile and importance of particular ministries or departments as in the example of the Bureau of Energy Efficiency (Dubash 2011). In other cases, climate mainstreaming was facilitated by prior political shifts in governance of a sector. Brazil’s climate approach particularly emphasizes the forest sector (La Rovere 2011). Progress on the Brazilian plan was enabled by prior domestic political consensus around a far-reaching Forest Code (Hochstetler and Viola 2012).

For Mexico in turn, Hogenboom (2014) finds that despite political reforms during the years 2000–2006, lobby groups, in particular of big business sectors, continue to influence politics to a large degree.
