4. Cyber Security New Threats for Diplomacy

This paper deals with that global communications networks are challenging policymakers to adapt to new international relations challenges. One of the main driving forces of the process of globalization is a very fast development of science, technical and technology especially in the field of computers, robotic, telecommunication, and medicine. On the contrary of the previous time where for decades, national monopolies provided telephone services in almost all countries, communications and information technology firms are nowadays at the core of a new world information economy making cyberspace. The Information revolution made instant and unbound ring space for spreading information among the countries in the global framework likewise web-site, Internet, mobile telephone, wireless data communications, changing the way countries deal with each other, also the conduct of diplomacy and military affairs, economic relations among nations and the role of NGOs and IGOs in international relations. The contribution of this author’s work is in the detailed analysis of existing international agreements binding for the actors in the international relations (states, NGO, business community) regarding the cyberspace, including Serbia, and the new legal mechanism to be established in order to institutionalize the cooperation in the area of the rights for all participants in the cyberspace.
