Lynn Miller etwa schreibt: „Like all historical benchmarks, Westphalia is in some respects more a convenient reference point than a source of a fully formed new normative system. Some elements that characterize the modern world, separating us from the Middle Ages, were established well before 1648; others did not emerge until many years after. Still, the Peace of Westphalia created at least the foundations of a new European system — one that would not truly become a world system until the second half of the twentieth century — out of the ruins of the political structures and the idealized rationale for them that had existed more or less unchanged in Europe for the preceding thousand years.„
