The authors developed a wide area satellite-based surveillance system capable of continuously monitoring displacement as a new tool for infrastructure monitoring. The system is based on Real-Time Kinematic (RTK) positioning and uses multiple low-cost Global Navigation Satellite System (GNSS) sensors for simultaneous surveillance and evaluation at multiple locations. The authors also developed and applied two error correction evaluation methods called the “average movement of population” method and the “sidereal day incremental difference” method, making the system highly precise as well as an effective real-time monitoring system. The system’s GNSS sensors successfully detected displacement of highway embankments in Japan during the 2018 Northern Osaka Prefecture Earthquake and the Heavy Rain Event of July 2018, contributing to early discovery and early response to potential infrastructure malfunction and/or slope collapse.
