This chapter presents an extensive examination of a framework aimed at adjusting nation-building and the significance of public administration within Ukraine’s national security architecture. Given the ever-changing geopolitical landscape, ensuring the protection of the country’s national security is of paramount importance. The execution of public administration functions related to national security is influenced by internal processes concerning territorial integrity and internationally recognized borders. Key priorities for Ukraine’s national security include safeguarding state sovereignty, upholding human and civil rights, advocating for the interests of its population, promoting transparency, and adhering to democratic principles. Ukraine’s geopolitical position, coupled with its unique geographic, climatic, political, and socioeconomic characteristics, shapes the distinct elements of its national security system’s development. As a consequence, it is imperative to consider these factors along with the mechanisms that impact the public governance of national security, particularly concerning the ongoing conflict with the Russian Federation. Through a comprehensive analysis of recent challenges, prospective information and communication technology developments in the national security system, and Ukraine’s distinctive attributes, are looked at to provide recommendations for implementing best practices in managing national security concerns.

Chapter 2. Utilizing Information and Communication Technology Systems for the Formation of National Security
Abstract
Theoretical and methodological issues are evaluated concerning the role and impact of information and communication technology (ICT) systems on Ukraine’s national security through the conceptualization of the information society. This chapter examines the utilization of global communication networks, the transborder nature of the information society (i.e., specific to various types of destructive phenomena), and information risks and threats that pose a challenge to Ukraine’s national security. Specific concepts are outlined to comprehensively address the problems associated with ICT systems. Legislative and regulatory support must be prioritized to counter cyberattacks targeting critical infrastructure and any aspect of civil society. Four protocols are recommended for using ICT systems in matters related to national security. The exploration of national security is introduced by drawing on literature and government documents. A wide array of challenges related to safeguarding information and fostering the development of an information society is investigated. Proposing an ICT-friendly information society entails establishing a top-down ICT structure as well as embracing a bottom-up approach for Ukraine’s national security, which would prove highly advantageous. Policymakers must acknowledge the potential harm that certain decisions may pose, especially concerning scientific and technological advancements and ICT innovation. Implementing these measures should motivate Ukraine’s national security apparatus to mitigate security concerns at a macro level. It should enhance the legal culture of an information society in terms of safeguarding information and information media (e.g., via the internet) and foster effective cooperation among various public entities and authorities. Ultimately, these steps are aimed at strengthening the country’s security infrastructure and creating an ICT-compliant information society conducive to economic growth and development.

Chapter 3. Conceptual Framework of Ukraine’s National Security: Regulatory Examination Using Information and Communication Technologies
Abstract
This chapter conceptually demonstrates the use of a framework of state regulation of information and communication technology (ICT) for national security in Ukraine and pinpoints key areas for improvement. Its focus begins with an analysis and theoretical breakdown for a national security framework by examining state regulation of ICT and its impact on the effective functioning of the national security system of the country. Problems of implementation are proposed in terms of transforming ICT concepts to state regulation via two security measures: information security and cybersecurity. Mechanisms for solving problems related to the coordination of actions of state regulation of ICT are formed via the main authorized body and coordinating councils. State coordination of ICT is divided into three levels, i.e., local, regional, and national, and mirrors the country’s scientific, technical, and socioeconomic development plans. The use of a public and state monitoring system is considered key to the improvement of an economy’s competitiveness, its integration around the world, and the efficiency of public administration and local self-government. These strategic improvements require a rethinking and restructuring of the country’s socioeconomic blueprint by incorporating an information society from poorly run to high-tech and ICT-friendly. This transformation will aid the advancement of socioeconomics by synthesizing scientific-based, real-world scenarios of interconnecting and ensuring a cohesive national security system. The development of mechanisms for the coordination of such security measures, in connection with the complexity of emerging problems and the connectivity of such activities, is urgently needed. It is proposed that the network of coordinating councils will operate with the most competent public and private enterprises, institutions, and organizations to aid in harmonizing ICT initiatives and form and strengthen the overall level of Ukraine’s national security apparatus.

Chapter 4. An Integrated Methodological Framework for Advancing Information and Communication Technology in Environmental Protection Within the Context of Ukraine’s National Security
Abstract
Information and communication technology (ICT), in general, is widely understood as a building block for the social and economic dimensions of society. The informatization of social and economic activities is widely available online and closely interlinked with ecological aspects. This chapter is devoted to the problems of developing the ecological dimension, by way of an ICT system, that caters to national security by integrating it. Scholars have linked this issue and noted a catalyst-like effect on the level of environmental awareness and development of people. Modern societies avail that informed, information-friendly citizens can increase their awareness and expand their country’s integration into the world system of sustainability and environmental thinking. Specifically, a look at the different ICT properties in the context of an ecological view is identified alongside the question of how broad national security systems can be formed. A methodological ICT framework for environmental development is presented via three requisites, i.e., forming ecological policy, categorizing ICT processes, and monitoring environmental perception and awareness. This overriding view is thought to be able to strengthen the foundational outlook of society, i.e., via an active participatory public, willing to engage in environmental development for national security and its own self-interest. Using this background, Ukraine is evaluated, and options are presented to help rectify the country’s lack of initiative. Case research into Ukraine elucidates that affording the state with effective, theoretical, and applied mechanisms that monitor the activities of ICT, in terms of environmental development, is a practical solution and could assist in the current war effort. It is believed that this will actively function as a basis for the formation and strengthening of the country’s national security—especially via internal and external threats—posed by hostile entities (e.g., the Russian Federation), anti-environmental actions, and a business-as-usual school of thought. Current trends in the development of the internet and its relationship with the processes of national security are studied and systematized. Sequential steps are presented to help develop long-term ICT ecological planning, and a synthesis of the main ICT components is categorized. Moreover, site-specific environmental laws are examined, and the term global information space is defined. Both are considered essential to Ukraine’s information network and eco-information space. For the formation and strengthening of Ukraine’s national security apparatus, specific environmental protocols are highlighted as essential for ecological policy restructuring and reform.

Chapter 5. Standardizing Business Management by Greening Domestic Production
Abstract
The topical issue of organizations utilizing modern management technologies to promote environmentally sustainable domestic production is of utmost importance for their integration into the global economy. This chapter delves into how these modern technologies can serve as vital tools for achieving balanced and intelligent production, thereby empowering Ukrainian enterprises to undergo post-war reconstruction and enhance their participation in the global economy while adhering to environmental standards. Specifically, Ukrainian organizations must reassess their management strategies and update nationwide standards to align with the International Organization for Standardization. This necessitates greater emphasis on environmental programs and projects, attracting financial resources, and establishing an effective investment system, notably through increased exportation. Presently, the existing production management system in many Ukrainian enterprises falls short in adequately addressing environmental concerns. This is primarily due to the limited use of effective management tools and a lack of environmental awareness within these organizations. To achieve effective post-war management and ecological safety in Ukrainian enterprises and products, it is imperative to abandon outdated practices and prioritize the ecological aspect as a key condition for economic efficiency in production. The formation of a Ukrainian strategy for environmentally friendly production management is analyzed and compared internationally with the top ten ranked countries in the world. The research reveals that for Ukraine to transform into an ecological and resource-efficient production-based country, a complete restructuring of its technological cycle is essential, along with the implementation of measures to improve the environment and working conditions. Additionally, addressing the low level of oversight and penalties for violating environmental safety regulations is vital in fostering a greater economic interest among enterprises to adopt environmental management systems. To address these challenges and pave the way for a greener Ukrainian production landscape, it is crucial to monitor the ecological state of economic entities and enhance existing mechanisms for managing and protecting the environment. By leveraging modern management technologies, the post-war reconstruction of Ukrainian enterprises should aim to improve their competitiveness and gain a significant advantage by embracing green production practices.

Chapter 6. Modeling a System of Adaptive Management of Manufacturing Enterprises in Ukraine: Political, Economic, Socio-cultural, and Technological Analysis
Abstract
This chapter presents a comprehensive analysis aimed at devising an effective model for post-war reconstruction for the adaptive management of manufacturing enterprises in Ukraine. When formulating this system, careful consideration must be given to the introduction of innovative technologies, along with a well-thought-out territorial distribution of labor to facilitate the training of highly skilled specialists. The proposed management system of Ukraine’s manufacturing enterprises will need to be characterized by instability in business to challenge the socioeconomic and political circumstances in a post-war period. To maintain a competitive edge, territorial production complexes in Ukraine must establish clusters and focus on enhancing their management practices while adapting to the frequent changes across the national economy. The primary objective for territorial production complexes is to develop a system of adaptive management for manufacturing enterprises, utilizing scientific methods and systematic research through adaptive planning, forecasting, economic and mathematical modeling, and prioritization of economic activities. This chapter emphasizes a fresh perspective by highlighting the advantages of employing technologies and tools to model an adaptive management system specifically tailored to Ukraine’s territorial aspects of industrial development. Proposals are put forth for both enterprises and the government to take internal measures to support this initiative. Given Ukraine’s unique geographical location and historical background in Eastern Europe, a political, economic, socio-cultural, and technological (PEST) analysis method is utilized to dissect the influencing indicators by examining various macro-environmental factors and testing for potential strategic risks. Using PEST, two case research industries—the metallurgical industry and light industry—are comparatively analyzed to demonstrate the benefits derived from the modeling process. A practical post-war roadmap for implementing an adaptive management system for Ukraine’s manufacturing enterprises is suggested and structured from a top-down, managerial perspective. Recommendations are provided within the system to enable businesses to thrive amid competition and realize their strategic objectives amid risks and uncertainties. The application of the precautionary principle is also encouraged, considering the relatively limited expertise in modeling adaptive management for enterprises in Ukraine.

Chapter 7. Advancing State Regulation of Information and Communication: A Framework for Managing the Complex Socioeconomic System in Ukraine
Abstract
This chapter centers on Ukraine’s post-war reconstruction and the need to adopt self-regulation and innovative approaches to foster socioeconomic development. To effectively investigate the challenges posed by externalities, it is essential to consider available opportunities at both macro and micro levels. In an attempt to manage socioeconomic systems at the regional level, modern technologies need to prioritize the intellectual potential of the workforce as a critical resource for social development. The research employs case research and a systematic approach utilizing entropy and relative entropy characteristics to quantify interpretative findings of heterogeneity in terms of development. It also enables the formulation of contemporary strategies based on advanced statistical observations to manage complex socioeconomic systems in an effective manner. The statistical analysis examines the significance of entropy characteristics in designing algorithms to reduce differentiation among Ukraine’s territorial regions. Additionally, recognizing that all self-organized systems, including regional ones, operate on the principles of synergy, innovative ideas are proposed in managing these intricate systems. The chapter furthers the concept of enhancing the efficiency of modern technologies in managing complex socioeconomic systems by using several concerted efforts, including consolidation of production and intellectual resources, increasing transparency and efficiency in utilizing budget funds, and bolstering oversight over targeted budget allocations. Adopting such measures will pave the way for more robust state regulation of information and communication and, ultimately, contribute to the advancement of Ukraine’s socioeconomic development at the regional level when the country’s reconstruction phase begins.

Chapter 8. Insurance Companies and Territorial Positioning in Ukraine’s Post-war Economic Development: A Comprehensive Historical Analysis, 2015–2019
Abstract
This chapter presents an investigation into the competitiveness of Ukraine’s insurance companies during the period 2015–2019. It highlights the successful dominant market positions of companies, showcasing their resilience in the face of economic challenges. The research emphasizes the significance of different territorial characteristics and how they influence the management strategies adopted by insurance companies. Through a thorough examination of the historical dynamics of the Ukrainian insurance market, the study reveals a purification process that took place during the COVID-19 pandemic, resulting in the elimination of uncompetitive companies and the subsequent growth of powerful ones. The findings demonstrate that Kyiv and Kyiv region, along with Zaporizhia and Dnipropetrovsk regions, emerge as the leading regions in terms of collecting insurance premiums for risky types of insurance. Moreover, the research uncovers clear trends in the territorial distribution and concentration of risk insurance across the country. To gain deeper insights into the territorial features and positioning of insurance companies, tabular data is used to establish whether a significant correlation exists between the competitive position of insurance companies and their territorial placement. In conclusion, it is imperative for Ukraine’s post-war economic development to thoroughly consider the insurance market, recognizing it as a crucial component that stimulates positive economic dynamics and has the potential to bolster economic security and foster growth. By acknowledging the significant role of the insurance sector, policymakers can devise strategic plans that leverage its benefits to propel the country’s economic recovery and progress in a positive direction.

Chapter 9. Challenges and Perspectives in Assessing Technological Development: A Focus on Ukraine’s Processing Industry

This chapter explores the challenges in evaluating the level of technological development in Ukraine’s processing industry, where universally accepted assessment methods are lacking. To address this, a diagnostic approach based on structural, specific, and globalization-oriented indicators is proposed. Applying this framework to different regions of Ukraine confirms regional differentiation can impact the processing industry in terms of socioeconomic development and integration into global markets. The study reveals that in 2020, the processing industry underwent reindustrialization and shifted toward capital-intensive activities. To enhance the post-war reconstruction effort, adopting this approach is recommended for a faster and more effective recovery, improving the country’s production capabilities. The research emphasizes the role of rental income in national income growth specific to fuel and raw material utilization, while the processing industry’s rental income is influenced by diverse factors, not solely by economic activities. An illustrative example highlights a correlation between product manufacturability and employee wages within the Kharkiv region, suggesting a need for further research. Overall, this chapter offers valuable insights into assessing technological development in Ukraine’s processing industry, discussing rating approaches, regional differentiation, and the importance of a standardized methodology to foster sustainable growth and global competitiveness.

Chapter 11. Examining the Link Between Corporate Sustainability and Financial Performance: An Empirical Study with Implications for Post-Conflict Ukraine
Abstract
This chapter aims to advance the scientific and practical understanding of corporate sustainability assessment in parallel with financial performance for global food and beverage companies (FBCs) with potential implications for addressing urgent environmental, social, and economic challenges in post-war Ukraine. The research explores the extent of active global FBCs’ engagement in sustainable development, evaluates the impact of their sustainable initiatives on financial performance, and investigates whether these companies gain any competitive advantages compared to industry trends. To achieve these objectives, this study analyzes the implementation of the United Nations Sustainable Development Goals (SDGs) by internationally renowned FBCs and compares the financial performance of FBCs that have incorporated SDG strategies with the industry’s average performance. The study encompasses 27 food manufacturing companies recognized as sustainability leaders according to “The Sustainability Yearbook” for the period 2018–2020. Hypotheses are tested regarding the correlation between companies’ performance and the level of corporate sustainability. Corporate sustainability functions as the factor variable, represented by its level, while financial indicators of companies’ activities, such as the rate of change in sales, net profit margin, and return on equity, serve as the dependent variables. Based on empirical findings, the research reveals that FBCs embracing the concept of corporate sustainability are actively implementing SDGs, presenting a potential business contribution toward Ukraine’s modernization and development. Furthermore, the research emphasizes that incorporating sustainability-focused practices may not always result in immediate financial gains for FBC shareholders, underscoring the importance of external incentives to drive positive outcomes. In summary, nurturing corporate sustainability and promoting responsible investments can enable post-war Ukraine to become an appealing hub for businesses, all while pursuing overarching sustainability objectives. Collaborative efforts toward building a sustainable and prosperous future will play a pivotal role in achieving long-term economic development and resilience in the country.

Significant differences emerge among hotel complex categories, needing tailored evaluations in terms of accessibility. From the aftermath of conflict coupled with the enduring ramifications of the COVID-19 pandemic, this chapter underscores a subset of travelers seeking tranquil and leisurely retreats, marked by a preference for minimal social interaction. This notion has spurred the emergence of hotel complexes nestled within remote and secluded locales. Chapter 14. Tourism Development and Resilience in Ukraine: Challenges and Enhancing Competitiveness
Abstract
This chapter centers on topical issues relating to the development of tourism. In Ukraine, much like in many developing countries, the tourism industry plays a crucial role in boosting the national economy, with its expansion making a significant contribution to the overall socioeconomic progress of the country. Tourism development establishes a framework for generating funds for societal initiatives, generating new employment prospects, fostering a sense of national identity, promoting local culture, and nurturing educational and cultural components. Within this context, an examination looks at the patterns in Ukraine’s tourism development amidst the COVID-19 pandemic and the subsequent incursion by the Russian Federation that closely followed. Specifically, for the short period spanning the latter half of 2021, between these two events, tourism enterprises (namely, travel agents and tour operators) demonstrated their capacity to navigate the economic instability that arose from the pandemic. Notably, this period provides insights into their ability to replicate this achievement in a post-war scenario. Recommendations are developed to identify mechanisms for enhancing the management of tourism enterprises, thereby securing their competitiveness in light of external challenges. Specifically, the implementation of management functions is emphasized, encompassing the analysis and assessment of enterprise potential, the delineation of enterprise scale and distinctive characteristics, the alignment of enterprise planning with basic priorities, the establishment of organizational mechanisms for the practical execution of tasks, and the vigilant oversight and regulation of how enterprises attain their objectives. Chapter 21. Enhancing Urban Solid Waste Management Through an Integrated Geographic Information System and Multicriteria Decision Analysis: A Case Study in Postwar Reconstruction
Abstract
This chapter developed a geographic information system (GIS) model and applied spatial analysis techniques to determine the most suitable location for municipal solid waste transfer station within the city of Vinnytsia, Ukraine. The absence of such a station within the city’s sanitation infrastructure gives rise to numerous challenges, leading to an overall decreased efficiency in waste management. With the rising costs associated with solid waste management, the importance of optimizing processes during the transportation stage has become increasingly evident. This issue is particularly significant in rapidly growing urban areas. Given the intricate hierarchical nature of waste management systems, the process of site selection requires a thorough examination of various alternative solutions and assessment criteria. Drawing on the conditions of the study area, a thorough look at the relevant factors and established criteria weights was examined using multicriteria decision analysis. A hierarchical model was then constructed to address the challenge of determining the optimal site for a waste transfer station in the city using spatial data. The creation of suitability maps for the geographical area was undertaken based on a range of criteria. These criteria were assessed on a scale from 1 (i.e., lowest suitability) to 5 (i.e., highest suitability), utilizing spatial information technologies. The potential sites for consideration were categorized using the best-worst method: “optimal,” “favorable,” and “unsuitable.” Optimal sites represent the most advantageous choices, while favorable sites could serve as backup options for potential candidates. This information possesses practical value for individuals responsible for making managerial decisions in the context of municipal solid waste management in urban areas marked by significant urbanization. Moreover, the model serves as a demonstrative example of infrastructure development and nation building, an important consideration for the country in the postwar reconstruction period.

Statistical models have been formulated to analyze the operational problem and forecast the reliability of Ukraine’s urban heating pipeline network, thereby fostering sustainable territorial development. Utilizing statistical modeling methodologies, these models establish the dependability of heat pipelines and construct predictive statistical models to investigate the interplay between reliability parameters of primary heat pipelines and their operational lifespans across diverse types of damage scenarios. The reliability parameter serves as a crucial indicator of dependability, with the statistical reliability models articulated through regression ratios. This methodology unearths the varying dynamics of primary heat pipelines, involving their operational durations and distinct damage profiles. The proportional distribution of distinct types of damage, such as leaks, ruptures, valve impairments, and other forms of deterioration, is also readily examined. The ramifications of this chapter extend to facilitating the assessment of both predictive and extant reliability outcomes, stratified by damage types in heat pipelines. By applying the developed statistical models, the projected number of existing and projected damages, categorized by the specific types of damage afflicting primary heat pipelines, is calculated. This examination holds promise in forecasting reliability trends for pipelines within alternative systems and networks. In addition, this research holds immense practical value in the backdrop of postwar reconstruction in Ukraine. The country’s pressing demand for reevaluation, reparation, reconstruction, and strategic reconfiguration of a substantial portion of its pipeline network underscores the research’s pertinence. Moreover, pipelines in Ukraine underpin the country’s infrastructure framework, underscoring their indispensable role.

Chapter 23. Urban Evolution: Analyzing Architectural and Functional Transformations in Railway Station Complexes for Postwar Reconstruction in Ukraine
Abstract
The increase of exchange processes between cities based on the development of external transport is an essential factor in ensuring their sustainable development. The peculiarity of the role in this process is played by railway transport, including its nodal elements, i.e., railway station complexes (RSCs). World experience shows that these areas and adjacent areas of urban space are objects of significant changes in terms of their functional, structural planning, and compositional aspects. In Ukraine, new architectural and urban planning trends in forming RSCs were caused by socioeconomic transformations in the last few decades. The intent of this chapter is to determine the main characteristics and directions of architectural and urban development of RSCs in the context of their impact on sustainable development of the city. The architectural and city planning specifics of RSCs are explored—highlighting their general trends from a developed countries’ perspective. The analysis of preconditions of RSC cities in Ukraine in terms of sustainable development is also conducted. The features of architectural and city planning development of RSCs and the conditions of social and economic transformations are defined. The chapter shows that the impact of RSCs on the sustainable development of territories occurs at two hierarchical levels: internal (i.e., urban development) and external (i.e., via agglomeration and regional connections). Based on the study, the main directions of architectural and urban development of RSCs in Ukraine is to contribute to the postwar reconstruction process by adopting sustainable development and enhancing transport efficiency. These two aspects are expected to hold immense significance throughout this period.

The construction industry, which is a kind of multiplier of living standards and economic development, must be provided with innovative technologies. The high quality of finished buildings plays a determinate role in defining the comfort and livability of properties, serving as key benchmarks for assessing real estate values per capita. Similarly, the development of commercial facilities holds significant sway over entrepreneurial activity and industrial infrastructure. These elements serve as barometers of a country’s economic growth and its competitiveness on both domestic and international scales. The introduction of information technology involves automated design, automation of operational processes directly during the construction and commissioning of the object, digitalization of management processes, and further maintenance of property already in operation. This chapter considers the principles of construction of automated design acceptance systems, which include visualization and automation of calculations in order to increase their accuracy and reliability. Mathematical modeling through the use of automated systems is performed in terms of practical engineering tasks, which allows an increase in accuracy of their quantitative estimates and qualitative characteristics. This is paramount when calculating building structures using modern software to provide design automation. The chapter is central to the postwar reconstruction of Ukraine, as it provides an overview of the software used in construction and analyzes specific projects that have provided solutions to complex engineering and architectural problems throughout the country. As such, the utilized application holds immense potential for aiding the country’s recovery once hostilities have ceased.

Chapter 25. Architectural Software Trends: Bridging Education and Practice to Build Ukraine’s Future
Abstract
The contemporary architectural and urban landscape is increasingly shaped by computer technology, particularly the utilization of 3D modeling in design and construction. This chapter explores the application of 3D modeling to aid Ukraine in its postwar reconstruction efforts, examining the trends and prospects within this practice. One prominent trend is the streamlining and expediting of building design and construction, achieved through comprehensive 3D modeling that involves various specialists (i.e., architects, designers, and planners) collaborating simultaneously. The chapter conducts a typological analysis of prevalent software programs for modeling architectural environments, with an emphasis on complex design, 3D modeling, and rendering applications. Notably, computer-aided design and drafting (CAD) programs offer a wide range of capabilities, with Graphisoft Archicad, Autodesk AutoCAD, and Autodesk Revit being the most favored in Ukraine. The research evaluates the advantages and potential applications of each CAD program in modeling diverse architectural environments. To substantiate the findings, a sociological case study is conducted in Kharkiv, involving oral interviews of employees and managers in Kharkiv-based architectural firms, as well as a questionnaire with architectural students. This study assesses the alignment of the education system with the demands of the postwar Ukrainian job market, particularly during the reconstruction period. The case study explores the relevance of 3D modeling programs, the demand for expertise in these tools, and their potential utility in the reconstruction effort. The study’s results underscore the importance of establishing ongoing cooperation and information exchange between leading architectural educational institutions and architectural firms to mitigate software and inter-institutional discrepancies.

Moreover, population density emerges as a crucial factor, casting a spotlight on the disparities in the distribution of service institutions. This backdrop underscores the pressing need for optimization strategies thoughtfully tailored to the unique fabric of medium-sized cities. Several urban development methodologies have been identified to address this challenge, grounded in the principles of social organization and planning. The versatility of the presented model is acknowledged, allowing for the accommodation of various facility categories and the formulation of a mathematical-based analysis to optimize public services. The culmination of this chapter unfolds with the creation of an information model tailored to the public service network, thoughtfully considering the prospective evolution of Uzhhorod. Their primary focus lies in the development of 3D models, which serve as invaluable tools for seamlessly integrating and consolidating data related to land and real estate complexes. The significance of this approach is underscored by the challenges posed by the postwar landscape, highlighting the potential functionality of 3D modeling in the reconstruction and management of land and real estate data. With this in mind, the integration of these 3D models demands substantial adjustments within Ukraine’s regulatory framework. An examination of the practical implementation of 3D cadastral models reveals a striking absence of standardized methodological approaches, further emphasizing the need to develop such a system. The central focus of this chapter is to explore the processes of generating, classifying, and structuring spatial 3D models, all while assessing their accuracy. This effort aims to facilitate the advancement of a 3D cadastre system in Ukraine. Building the analysis and the refinement of classifiers for 3D spatial models of land and real estate complexes, a formalization process can begin for the structuring of components and composition of existing models within Ukraine’s cadastre. These components encompass the constructive model, cadastral identification model, and geospatial model. This, in turn, facilitates the creation of Ukraine’s 3D cadastre system and offers the potential to reevaluate or merge existing cadastral methods at the national level.
