Abstract

The chapter investigates how the historical factors influence the path of development of regional organizations and their objectives. It identifies a number of factors relevant in this context. The first factor is member countries’ interconnections in existence before the regional organization was established. Unlike the previous literature, the chapter covers the entire range of combinations of economic and political ties originally existing among the regional organizations’ members – from regional organizations that unite countries previously belonging to a common political entity (holding-together regionalism) to regional organizations comprised of countries with little or no prior interconnections. The second factor is the functional experience of the institutions of previously established ROs. In this sense, the chapter incorporates the arguments of historical institutionalism into the debate of the book.

These arguments do not apply to ROs where most members come outside the original polity, e.g., some post-Soviet countries’ goal to join the EU.

A related discussion looks at the role of economic and political ideologies of the members of the RO in their development, i.e., RO is shaped by the country’s ideas of their ‘ideal’ role in the world economy and international relations they had at the beginning of their independence. These ideas in turn can be influenced by nation-building process. See Abdelal 2001; Darden 2009.

In subsequent chapters, we will discuss whether this result is caused by other features of the region, e.g., power asymmetry between countries or political regimes.
