How Large-Scale Land Protests Succeed in China: the Role of Domestic Media

Abstract

Land protests account for a large proportion of all protests in China, but existing scholarship on the topic does not explain the conditions under which large-scale land protests succeed or fail. Focusing on the role of domestic media in four of the largest land protests in China from 2012 to 2017, we argue that protests are more likely to succeed –i.e., to accomplish some or all publicly stated goals—when the domestic media side with villagers; conversely, if the domestic media adopt the government’s framing of the events or if they do not report on them, protests are less likely to accomplish their goals. This article makes two theoretical contributions to the literature on media and protests: first, we show that domestic media may function as catalysts or watchdogs in protest outcomes in authoritarian states; and second, we differentiate between short-term and long-term protest outcomes, highlighting how initial short-term concessions are often reversed or followed by repression some months or years later, after unrest dies down.

Although the majority of land protests do not meet this threshold, it is important to better understand the factors affecting the outcomes of those that do meet it given the acute financial and human costs of those protests.

By domestic media, we mean all media outlets that operate within China’s territory, either government-sponsored media, such as CCTV, People’s Daily, China Youth Daily and so on, or commercial or consumer media outlets, such as Southern Weekly, Caixin Magazine and so on. “Domestic media” does not include media outlets blocked by the Great Firewall, even though they are written in Chinese, such as Boxun News, Duowei News, and so on. While we also collected international media reports on recent land protests in China, we focused on domestic rather than international coverage as we expect domestic media to play a more significant role in Chinese protests given the Great Firewall. Very large protests like the Wukan Incident - with its close proximity to Hong Kong- are, however, an exception [9].

China Youth Daily is directly controlled by the China Youth League Central Committee. It is one of the national-level newspapers that is controlled by the Communist Party.

Although Liantang has experienced no changes thus far, the local government did begin to pay more attention to villagers’ grievances, dividing the former Liantang villagers’ collective asset into five neighbourhood committees.

According to a court verdict, on October 12, 2014, four companies paid Yang Ruming 22 million yuan (including 8 million as a down payment) to construct roads in the Fanya Project. Yang is then rumored to have used this money to recruit thugs, buying military uniforms and used police equipment such as shields, helmets, tear gas, and so on. [33].

According to a paper given to us by one of our interviewees, as of 2014, 5485 mu of Fuyou villagers’ lands had been expropriated. Besides the Fanya Project, which expropriated more than 3000 mu, there are other projects that expropriated more than 2000 mu of Fuyou villagers’ lands by the end of 2014.

According to our interviewees, the casualties were much higher: 11 people died in this clash, including two villagers and nine workers (20,190,220.FY.01) and the number of injured people was likely closer to fifty (20,190,222.FY.02).

Fanzufei is the yearly financial compensation received per villager per mu that is expropriated. Although not every household occupied the same amount of land, each Fuyou villager received the same compensation of 43,000 yuan. According to our interviewees, the local government did so because they wanted to buy those villagers’ votes whose lands were not expropriated for the Fanya Project. (20,190,222.FY.02).

In 2019, the Fuyou village committee promised five years’ fanzufei (2015–2019) to entice Fuyou villagers to give the control of their lands to the village committee. Despite refusing this payment, approximately 20 households saw their lands taken by the village committee (20,190,906.FY.01).

This narrative was that of the government. Villagers did not agree with this narrative and they denied lighting the fires towards the hostages. See [38].

According to < Regulation on the Protection of Basic Farmlands>, at least 80% of cultivated areas should be designated as basic farmlands and be strictly protected from other activities. The government erected a “basic farmlands protective monument” alongside those lands to make their designation clear.

One of them was later elected village committee director; he served that position for about one year and a half. After that, he was unable to be re-elected because the government did not recognize his candidacy based on his “criminal” record. Villagers remained under-represented in local affairs. One of our interviewees claimed that among the 23 village cadres/leaders present at a meeting, only four were on the villagers’ side, the rest were on the local government’s side. A second village committee director who was on villagers’ side resigned in May 2019 because the government arrested over a dozen Guangji villagers on April 22, 2019 following villagers’ celebrating the release of the protest leaders who were arrested on October 22, 2014.
