When, in everyday conversations, people refer to Energiewende (literally “energy turn”) as the fundamental transformation of the German energy sector, they mostly imply the technological shift away from fossil fuels and nuclear power toward renewable sources of electricity. However, this technological turn coincides, and has been thought to at least partly depend upon, a simultaneous turn towards liberalization and privatization of markets related to the generation and distribution of electricity. Within this larger context and against the historical background of state-run utilities, solar power in particular was envisioned by many, early on, to become a thriving arena of private investments in developing, manufacturing, installing and using innovative technology for tapping renewable sources of energy. …
