Abstract

Information and communication technology contribute to development in two ways (1) as an enabler for the delivery of public and commercial services and a core technological competency for transforming all sectors of the economy and (2) as an industry, a new source of growth and keystone sector of the knowledge economy, in its own right. Chapters 4 and 5 have addressed of the potential of applying this technological competency to transform business and promote innovation. This chapter focuses on the second contribution.

In contrast, China software services are fragmented, and this fragmentation exacerbates the Chinese industry’s problems of size and expertise needed to capture large international projects – including weak process controls product and project management.

Barriers to significant growth in software exports include high piracy rates at home, small talent pool, lack of engineering innovation, language barriers and difficult business and regulatory environments. China, however, has a major software industry dedicated to software services and products that serve a large and fast growing domestic market (Gregory et al. 2009).

The author worked with NASSCOM in the early 1990s to implement a World Bank-funded software export strategy for India and to rally policy makers and industry leaders to disseminate the findings and implement its recommendations. This was the first attempt to draw attention at the national and international levels to the vast potential of this sector and identify promising niches for promotion.
