There are several preconditions for effective worker representation and consultation on health and safety. They include: a strong legislative steereffective external inspection and controldemonstrable senior management commitment to both OHS and a participative approach and sufficient capacity to adopt and support participative OHS managementcompetent hazard/risk evaluation and controleffective autonomous worker representation at the workplace and external trade union supportconsultation and communication between worker representatives and their constituencies.
