In July 1998 the European Commission adopted the White Paper „Fair payment for infrastructure use: A phased approach to a common transport infrastructure charging framework in the EU“ which proposes an European intermodal approach for infrastructure charges. However, introducing a harmonised European framework for infrastructure charges requires first of all quantitative knowledge on infrastructure costs, congestion costs and accident and environmental costs for all modes and all EU-countries.
