Abstract

Floods are among the natural hazards, which cause the greatest financial losses in Europe (EEA 2010). In addition, they have serious adverse social consequences and implications for human health. Over the last 30 years, catastrophic floods affected the Central and Eastern Europe several times (Raška 2015; Gvoždíková and Müller 2017). Meanwhile, the paradigm, which prevails in European post-socialist countries, remains based on flood protection, where the focus is on the physical course of the phenomena that put humans at risk. It relies on using scientific and engineering expertise to control the forces of nature by employing hydrotechnical solutions (‘moving water away from people’).
