Um in einem weiteren Schritt beurteilen zu können, ob sich die Themen und Schwerpunkte der UN-Leitprinzipien in den einzelnen NAPs widerspiegeln, müssen zunächst die entscheidenden Inhalte der UN-Leitprinzipien herausgearbeitet werden. Es wird zunächst das Vorgehen zur Herausarbeitung der Themenschwerpunkte erläutert. Nachdem die Schwerpunkte der einzelnen Säulen der UN-Leitprinzipien festgehalten wurden, werden separat zu ergreifende rechtliche Maßnahmen nach den UN-Leitprinzipien dargestellt.
