Abstract

Intangible assets are currently present in administrations and organizations. As an institution, the administration of a business consortium makes intensive use of people and knowledge, which are the basis of the Knowledge Management System (QMS). On the other hand, services, essentially intangible, are the main product that the institution generates. Successful knowledge management will contribute to: cost reduction, reusing knowledge, and disseminating best practices; promotion of staff training and involvement in knowledge management, through programs to promote innovation and creativity; and motivation of employees, since they take more into account their opinions and experience. The objective of the project is the implementation of a QMS that supports the correct management of the information and knowledge that the organization obtains and generates in order to value and improve the services received by the citizen, reducing both wage costs and staff training. The QMS will establish active processes, services, and policies to support the knowledge generation cycle based on the SECI model of Nonaka and Takeuchi: socialization, externalization, combination, and internalization. This model affects the way knowledge is created by people and promotes the generation of organizational knowledge by supporting individuals and the processes of creation and transformation of knowledge.
