Abstract

The waves of change have led organizations to focus more on “change and transformation,” and government is no exception. However, despite the unprecedented focus on change, the record of change success has been abysmally low, especially in the context of e-government projects, thus prompting the need to explore beyond change. A revisit to the literature on organizational change has reiterated the fact that “managing change is invariably managing paradoxes” and emphasizes the need for a “flexible approach” for managing continuity and change concurrently for better change outcomes.
This chapter presents a case for such an approach in e-government domain and presents a hierarchical model of continuity and change forces affecting the outcomes of e-government projects in India. Further, a flexible strategy framework for managing the confluence of continuity and change in e-government domain is proposed and is illustrated with the help of a real case project, thus, providing insights for both academia and practitioners.
