Several analyses indicate that new technology and innovation create economic growth and prosperity. Therefore, the majority of advanced nations have carried out their innovation policies actively, aimed at creating the best possible framework conditions for innovation. A continuing transition to more knowledge-based economies has increased the reliance of OECD member nations on the creation, diffusion, and exploitation of scientific and technological knowledge as well as on intellectual assets, which are used as a means of enhancing economic growth and productivity (OECD 2004). …
