This book offers an assessment of new opportunities available for the agricultural sector and provides technical assistance to the Greek authorities with regards to its rural development and fishery sector. Karantininis follows a value chain approach and analyzes the Greek agri-food industry, breaking it down vertically and horizontally. Vertically, the Greek agri-food chain is stripped to its main upstream and downstream components: inputs, primary production, distribution and retail. Horizontally, the agri-food value chain is analyzed in terms of size, ownership, governance and space. The author pays special attention to policy formation, policy implementation, the political and industrial structure, land and credit markets, education, extension and research. The author focuses on this through three subcategories of fruits and vegetables, aquaculture and olive oil. A number of opinions and recommendations are presented in each section, concluding with propositions for a new institutional structure for Greek agriculture.

Abstract
This book argues for a new paradigm for the Greek agri-food industry. The book employs a value chain approach to the problem and proposes a paradigm that incorporates the entire agri-food industry; it relates agri-food to tourism, logistics, research, education and integrates organizational, political and institutional arguments.

Chapter 2. Overview of Greek Agriculture
Abstract
Greek agriculture has shown a remarkable resilience during the financial crisis of 2008–today. Agriculture output increases, while all other sectors’ output fell by a gross 30%. Greek agriculture is dominated by small farms scattered over a diverse territory. The structure of Greek agriculture reflects the unique geography and climatic conditions, the historical path and the cultural diversity of the country. The challenge is to turn this diversity into a competitive advantage via reorganization following a new paradigm.

Chapter 3. Policy Governance
Abstract
Greek agriculture is dependent on cap subsidies, which have shaped production to a certain extent. The structure of CAP payments, especially under the new CAP, reflects the structure of farms. Greece has been charged often and with large amounts for mishandling of CAP payments. The political governance of the agricultural sector is unprofessional, inefficient and highly centralized. Extension and vocational training is also highly inefficient and underfunded. Agricultural research in Greece is above EU average, but is not linked to the sector.

Chapter 4. Markets
Abstract
Farmers in Greece are faced with highly concentrated markets upstream and downstream. Land prices are still high relative to neighbouring Balkan countries. The credit market suffers from high interest rates, mainly due to the dire conditions of the bank sector, and the privatization of the Agricultural Bank of Greece. The farm inputs industry is highly oligopolistic and captures a large share of agricultural rents. The retail sector is able to charge high margins in agri-food products. Farm cooperatives are very weak, being highly leveraged and suffering from severe issues of mismanagement and corruption.

Chapter 5. Fruits and Vegetables, Aquaculture, Olive Oil, Organics, PDO, PGI
Abstract
F&V, olive oil and aquaculture are three very dynamic and export-oriented agri-food chains. F&V exhibit a high seasonality, which is due to natural conditions as well as high demand during the summer months due to tourism. Stone fruits exports are depended on eastern Europe and Russian market, and have suffered greatly from the Russian embargo. Greece is a major producer of aquaculture in the EU, but the industry undergoes a credit crunch. Olive oil has a great potential, but currently is exported bulk and at low prices. The examples exemplify the need for a new paradigm which will take advantage of the complexity of the Greek agri-food industry.

Chapter 6. Framing a New Paradigm for Greek Agriculture
Abstract
The new paradigm for Greek agriculture requires a pyramid organization that will implement the necessary changes in the Greek agri-food system. The basis of the new system is the Greek Inter-Professional Agriculture and Food Council (GIPAFC). The GIPAFC is founded on four pillars: inter-professional organizations, cooperatives, research and training, related sectors. It incorporates committees and integrates into organizations that handle among others, an export hub for Greek food products.

Chapter 7. Epilogue
Abstract
This book is a contribution to the quest for a new paradigm for Greek agriculture. Ι use the term “paradigm” in a loose sense as “an open-ended resource: a framework of concepts, results, and procedures within which subsequent work is structured” (Oxford Dictionary of Philosophy).
