Method for new conceptual securing water resources: a case study of the Miryang multipurpose dam in Korea

Abstract

Securing water resources is becoming increasingly difficult because the number of consecutive dry days has increased, and localized heavy rains occur due to the abnormal weather caused by climate change. The most effective and direct method for the security of water resources is to construct dams or reservoirs. To install a dam, however, various limitations need to be solved, such as the reduction of the right place for a dam and the opposition from environmental groups and local residents. In these surroundings, as structural measures, effectively and continuously to secure and use water resources, the current research proposed a new concept, the Blue dam, to solve the above problems. The Blue dam can also be operated with its own operation rule while maintaining the operation rule of an existing dam. In the present study, to verify Blue dam, three techniques such as IPET, CLDT, and VT were proposed using FARD 2006, GIS, and HEC-ResSim 3.0. Twelve scenarios were composed to determine the ideal capacity and the additional discharge flow by installing according to the scenario by adding a Blue dam. As a result, the Blue dam can meet the proposed five functions such as flood control, securing water quantity, suppling maintenance and ecological water, hydropower generation, and recreation.
