Abstract

An analysis of PRC leaders’ public communication with respect to Taiwan from 2003 to 2013 shows the presence of three conflict frames: aspiration, process and image. Chinese leaders most often use the process frame to convey the preferred process through which both sides could find a common ground. These messages are reinforced by rhetoric about China’s capacity, resolve and sincerity to reach out to Taiwan for peaceful solutions. Communication of China’s own aspirations of national unification is usually less visible. However, it becomes more prominent when the Taiwanese are not the intended audience, indicating its utility in rallying internal support. Using these frames as broad parameters, the paper discusses how they may have influenced policy actions toward Taiwan in the early days of the Xi administration.

It is not surprising to see that, of the three reports, the pairs that are closer in time are more similar in content. When comparing the similarity of the reports in terms of word frequency, Pearson’s correlation coefficient reached 0.91 between the 17th and 18th Party Congress reports, and 0.88 between the 16th and 17th reports. Between the 16th and 18th Party Congress reports, which were 10 years apart, the coefficient was at 0.80.

When Hu Jintao met with the Honorary KMT Chairman, Lien Chan, on April 29, 2008, he proposed a 16-character phrase to describe PRC’s approach to cross-Strait relations: “establish mutual trust, shelve disputes, seek common ground while reserving differences, and together create a win-win situation” (jianli huxin, gezhi zhengyi, qiutong cunyi, gongchuang shuangying). As noted by Romberg ([40]: 13), shelving disputes was widely interpreted in Taiwan and China to mean that “since each side adhered to a version of ‘one China’ under the ‘1992 consensus,’ they should set aside the intractable disagreement over the definition of that ‘one China’—and thus, who has what sovereignty—and move on in pragmatic ways.”

Principal component analysis is a way to identify patterns in data by highlighting their similarities and differences. It converts original observations into a set of principal components that are linearly uncorrelated. The first principal component is extracted after accounting for as much of the variability in the data as possible, and each succeeding component in turn has the highest variance possible under the condition that it be uncorrelated with the preceding components. This method follows the standard method used by Semetko & Valkenburg [45], de Vreese, Peter, & Semetko [9], and Han [20].

Loading values are the correlation coefficients between framing items and principal components. They reveal the extent to which items are represented by a particular principal component. Researchers have commonly included only items with loadings higher than 0.50 in the principal component [33].

Cronbach’s alpha measures how closely a set of items relate to one another as a group [8]. It is a measure of internal consistency. A higher value indicates that items grouped together reflect an underlying (or latent) construct.
