Abstract

Post-disaster reconstruction in historic cities brings together disaster management, urban development and heritage maintenance systems, representing a great level of multi-faceted complexities to address multiple objectives in the field. Yet, in practice, adding a historical layer to the already complex reconstruction systems adds further expectations from reconstruction activities on “what” to achieve, while the main issue of “how” to achieve remains problematic. Addressing the how, this chapter employs a multi-perspective model for understanding and examining organised activities for post-disaster reconstruction. It offers a pre-disaster examination of practicalities from a managerial point of view for a probable disaster in Hoi An in the case it entails large scale post-disaster reconstruction and retrofit. The historic city centre in Hoi An, a world heritage urban core, is located in the disaster-prone central coast of Vietnam which is at the risk of floods, typhoon and other environmental challenges.
