In this paper we present a self-organizing system of agents able to move agents over the hosts to offer their services with an increase of the access speed, and decrease of the network traffic. We refer to a service layer represented by the agents, and a network layer of hosts and routers. We use a formal coordination model defining how agents interact and how their interactions can be controlled. This includes dynamic creation and destruction of agents, control of communication flows among agents, control of spatial distribution of agents, as well as synchronization of actions over time. We use various distances and topological relations in order to explain our self-organizing mechanism. We provide a good approximation of stability depending only on the moment of the first requests of agents by hosts. Finally we provide a visualization of the services evolution using Kohonen self-organizing maps, and presenting a service clustering structure.
