The user needs the software and has expectations of its quality which will usually be wider than the expectation that it will work. The user cannot take the attitude that if the software does not work it need not be paid for and that therefore there is no loss if it fails the acceptance test. There will be a loss of time and competitive advantage. The user is entitled to ask for an assurance that the software, when finished, will perform according to its specification.
