Abstract

This chapter focuses on the wide geopolitical challenges the European Neighbourhood Policy (ENP) addresses. It locates the ENP in the wider framework of the EU’s political and security policies, taking particular notice of its security dimension. The chapter starts with a broad analysis of the EU’s role as a security provider, the international and regional contexts driving EU action on security affairs, and the security understandings and policy responses developed by the Union. It then proceeds with a more detailed analysis of EU official documents on the ENP to map the proposals put forward by EU institutions regarding the promotion of security in the neighbourhood—what we consider the expansion of the security community.

The first enlargement of the European Communities took place in 1973 to include Denmark, Ireland and the United Kingdom; in 1981 Greece was accepted and in 1986 Portugal and Spain joined the European Communities; the fourth enlargement of 1995, included Austria, Finland and Sweden. In 2007, Romania and Bulgaria joined the Union and in 2011, Croatia became the most recent member.

The term ‘near abroad’ is attributed to the Russian Foreign Minister Andrei Kozyrev in his first official statement after the breakup of the Soviet Union published in Izvestiya on 2 January 1992. He referred to the neighbouring countries of Russia as ‘something that could probably be called the “near abroad”’ (quoted in Sprūds 2004, p. 32).

This region comprises Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, Ukraine and the five Central Asian states, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

The so-called ‘frozen’ conflicts in post-Soviet Eurasia include the dispute between the authorities in Chisinau, Moldova and the separatist movement in Transnistria; the Georgian government and the separatist movements in Abkhazia and South Ossetia, and the conflict opposing Armenia and Azerbaijan over the territory of Nagorno-Karabakh. For a complete and insightful overview of all the ‘frozen’ conflicts in Eurasia (see Lynch 2004a).

Following the recognition of South Ossetia and Abkhazia’s Independence in 2008, Russia has established large military presences in the two territories, namely under the joint Abkhaz–Russian agreement on the establishment of a joint-military base in Abkhazia (valid for 49 years and automatically renewable for 15-year periods). Immediately after the 2008 war with Georgia, South Ossetia agreed to host Russian military facilities for 99 years and South Ossetia’s armed forces are virtually merged with the Russian army. In March 2015, on alliance and integration was signed by the two parties (see Simão 2015; Kochieva 2016).
