The Quest for Sharia in Indonesia: The Mobilization Strategy of the Forum of Islamic Society

Abstract

The majority of Islamic revivalist movements in Indonesia that emerged immediately after the fall of the authoritarian Suharto regime in 1998 such as HTI (Hizbut Tahrir Indonesia or the Liberation Party of Indonesia) and FPI (Fron Pembela Islam or Islamic Defenders Front) have received considerable scholarly attention. In contrast, FUI (Forum Umat Islam or Forum of Islamic Society), which was established in 2005 as a coalition movement that consists of a number of Islamic elements, has thus far been insufficiently studied. This is unfortunate because, like the other Islamic revivalist movements, FUI also actively engages in social movement activities such as mass rallies, public gatherings, and media statements. Through the lens of social movement perspectives, this article aims to examine the emergence of FUI and how it mobilizes its organizational resources. The article suggests that the role of what is referred to as a movement’s ‘entrepreneur’ is crucial to the sustainability of FUI in the country’s social and political milieu.

Esposito and Voll 2001: 39 defines ‘Islamic revivalism’ as the revitalization of Islamic principles and teachings throughout the Muslim world, which is manifested in the growing prevalence of Islamic piety and in the rising adoption of Islamic culture and code of conduct among Muslims. For example, the Egypt-based Muslim Brotherhood and the Pakistan-based Jamaat-i-Islami are considered Islamic revivalist movements, all of which seek to implement a sharia (Islamic law) based system of law and government in their respective countries. Likewise, this sharia aspiration is also embodied in the aforementioned Islamic revivalist movements in Indonesia and manifested in their relentless call for the complete implementation of sharia and, to some extent, the establishment of an Islamic state.

‘Hizbut Tahrir Indonesia’ (HTI) is the spelling of the Indonesian branch of the movement, while ‘Hizb ut-Tahrir’ (HT) is the most common spelling of this international movement.

Ahmadiyah Indonesia is a branch of the international Ahmadiyya Muslim Community, originally established by Mirza Ghulam Ahmad in Qadian Village, Punjab, India in 1889.
