Public intervention and public policies are historical features of the media industries (with public support, IPR regulation, freedom of expression, cultural diversity, etc.) as the production of these merit goods generates further externalities for society at large (cultural, societal, etc.). The digital shift opens up new questions about such policies, about novel ways to implement them and about their effectiveness in a digital world. At the same time, it creates space for policies to ease the transition toward these digital media world(s). This chapter emphasizes the main issues and engines of public intervention; in line with the previous chapters, it analyses the challenges policy makers are facing with the digital shift, but it does not comprehensively review all the policies.1 It concentrates on the issues of funding creation, and of copyright.
