Abstract

This chapter uses her voting behaviour model to examine South Africa’s voting behaviour within the UN in the field of human rights between 1994 and 2014. The chapter sets out to investigate the context behind South Africa’s reputation going from that in 1994—of a country wholly committed to human rights and democracy promotion around the world, to having a tarnished human rights status in 2007. The Chapter finds that South Africa’s voting behaviour on human rights is mixed. More specifically three considerations have, at times, trumped human rights in South Africa’s voting conduct: incongruence in foreign policymakers’ position on human rights, respect for state sovereignty and solidarity, and an unwillingness to be dominated by the West.
