13. Arbeitssicherheit in der Bauindustrie: Skandinavische „Safety Training Parks“ als Modell für lokale Multi-Akteurs-Partnerschaften im Globalen Süden?

Zusammenfassung

Die Bauindustrie zählt zu den Branchen mit den weltweit meisten Arbeitsunfällen und mit großen Herausforderungen bei der Erreichung des globalen Nachhaltigkeitsziels von Decent Work. Sowohl auf Baustellen in den Industrienationen als auch im Globalen Süden sind die Arbeitssicherheitsbedingungen oftmals schlecht, wobei neben der generellen Verfügbarkeit von Arbeitsschutzmaßnahmen und -infrastrukturen das Arbeitsschutzverhalten der Arbeiterinnen und Arbeiter als zentraler Ansatzpunkt im Vordergrund stehen. Unzureichender Arbeitsschutz beeinträchtigt dabei nicht nur die körperliche Gesundheit der unmittelbar betroffenen Personen, sondern führt oftmals auch zu weitreichenden negativen Auswirkungen auf die ökonomische Situation und die Entwicklungsperspektiven der jeweiligen Familien und Angehörigen. In diesem Beitrag werden skandinavische Safety Training Parks vorgestellt, die in den letzten zehn Jahren mit dem Ziel der Verbesserung des Arbeitsschutzes in der Bauwirtschaft als lokale Lernorte in verschiedenen Städten in Finnland und Schweden entstanden sind und als Multi-Stakeholder-Partnerschaften unter Beteiligung von Unternehmen, Kommunen, (Hoch-)Schulen und weiteren Akteuren betrieben werden. Ausgehend von der Vorstellung des didaktischen Konzepts der Parks und ihrer Funktionsweise als lokale Multi-Stakeholder-Partnerschaften wird diskutiert, inwieweit dieses Modell unter Berücksichtigung der jeweils spezifischen Rahmenbedingungen auch als Lösungsansatz zur Verbesserung der Arbeitssicherheit auf dem Bau in Ländern des Globalen Südens, darunter auch im informellen Sektor, herangezogen werden kann. So zeigen verschiedene Beispiele aus anderen Bereichen, dass die Inwertsetzung lokal verfügbarer Ressourcen und Kompetenzen, die Ansprache vor Ort relevanter Stakeholder-Gruppen sowie das didaktische Konzept eines am „lebenswirklichen“ Arbeitssystem ansetzenden Lernsettings wichtige Prämissen für die Akzeptanz und Verhaltenswirksamkeit von Arbeitsschutzinitiativen sind.
