In Taiwan, Practical skill program as implied in the name is learning employability skills on the workplace. During this time we emphasized the higher education pursuing-oriented, the existence of its’ value is challenged and excluded. Under the goal of giving consideration to develop good citizens, Curriculum development usually to be blamed for whatever we do. It’s hard to overcome the difference between schools of different level. That’s the reason why the philosophy and framework of the curriculum could be accepted by the majority is worthy of being discussed and deliberated.The main purpose of this study is to analysis the concept and background of every vision of the practice-skill-program guidelines. By doing this, we want to find out a suitable philosophy and framework of the curriculum, it could to adapt to different political and economic environments, social needs and industrial structures.
