Zusammenfassung

Obwohl die Nutzung und bis zu einem gewissen Grad auch das „Management“ der Küstengebiete schon vor langer Zeit begonnen hat, ist es nicht einfach, einen Ausgangspunkt für den Beginn des integrierten Küstenzonenmanagements festzulegen. Jahrhunderts begannen beispielsweise in Norddeutschland Bauingenieure, Pläne für die Begradigung und Vertiefung von Flussläufen zu entwerfen – siehe Franzius (1888/1991). Viele Jahre zuvor hatten die Menschen begonnen, Deiche zu bauen und dem Meer und den Flüssen Land abzugewinnen, um das Territorium der Kaiser zu vergrößern und gleichzeitig die fruchtbare Fläche für die Bauern zu nutzen (Kramer und Rohde, 1992, van de Ven, 1993).
