Abstract

In the context of limited primary resources, the constant change in the internal and external factors that form them, the choice of the strategy for transforming Russia and its regions is directly related to determining the basis for innovative development and stimulating innovation potential. Human resources play the primary role in the implementation of the chosen strategy, both at the level of innovation creation and at the level of their implementation. From the level of competence of personnel depends the quality of innovation, and, consequently, the level of competitiveness of the organization, the economy of the region and the country in general.
Summarizing the research results of Russian and foreign scientists in the field of personnel management and innovation, based on their own research experience and data obtained, taking into account the current trends in the development of innovative management factors, a model for the participation of human resources in the process of realizing the potential of the regional economy was formed. Through this model, the interaction of its main elements - idea, technology of implementation, practical implementation, market development and regional support - is demonstrated in the process of shaping the development of the region’s innovation strategy.
The combination of the procedure for interaction of human resources in the field of innovation with regional authorities at all levels of the innovation development process is reflected in the proposed model for implementing innovative initiatives with support at the regional level.
In general, the analysis of the main factors underlying the proposed models has made it possible to outline general provisions on the tasks of the territorial authorities in the practical implementation of tools to support innovative development.
