Ka Zeng and Xiaojun Li’s recent book Fragmenting Globalization: The Politics of Preferential Trade Liberalization in China and the United States provides a rigorous study on the role of the Global Value Chain (GVC) in firm-level preferences and responses to trade policy. Focusing on firms in two major countries in the GVC, China and the US, the authors argue that firms with substantial backward and forward GVC linkages are more likely to support Preferential Trade Agreements (PTA). Further, countries with strong GVC linkage with each other are more likely to form PTAs. …
