Electrification of Buildings: Potential, Challenges, and Outlook

Abstract

Purpose of Review

We review the literature on the potential for electrifying energy use in residential in commercial buildings, focusing on the USA. In so doing, we identify critical economic and non-economic factors that bear on the prospects for building electrification.

Recent Findings

At present electrification is most viable in new buildings, in milder climates, where a single electric heat pump can replace both existing heating and cooling units that are at or near retirement, and especially where local gas infrastructure costs can be avoided.

Summary

Per the reviewed studies, electrification is already viable in many buildings today, and likely stands to become viable in more buildings over time. A number of policy factors may promote or impede electrification; rapid electrification would likely require significant policy intervention. The literature is mostly focused on residential buildings and additional research on commercial buildings would be welcome.

To accommodate electric space heating, TRC [17•] estimates a cost of $4700 to upgrade the service for an existing single-family building, $35,000 for a low-rise multifamily building, and $5800 for a small or medium office. The office upgrades do not require upgrades to the electrical panel, which is the most expensive item in the residential upgrades.

The study finds that propane-to-heat pump water heating upgrades are cost-effective about 50% of the time. Propane-fueled water heaters have a smaller share of the market than fuel oil water heaters, and a much smaller share than gas water heaters.

The analysis considers ductless heat pumps for new construction because of their higher efficiency and lower cost in these applications. In the presence of existing ductwork, however, ducted heat pump systems are typically less expensive and the analysis of existing homes therefore considered ducted systems.

A 2008 survey [34] found that 18 of 61 U.S. utilities had increasing block tariffs year-round, and an additional seven had increasing block tariffs in the summer only.

This issue pertains to transportation electrification as well. In response, some electric vehicle tariffs for commercial customers do not include demand charges. For example, Southern California Edison has recently gained approval for a commercial electric vehicle tariff that does not include a demand charge.
