Abstract

NATO is at a crossroads. Its future role as well as the degree of its efficiency will depend on the ability of allies to find common ground for action in a changing world. The challenges to transatlantic partnership stem from or are [in]directly related to the cohesion of the alliance and its ability to agree on a modus operandi and the ability to form a strategy that covers divergent needs and priorities. This will allow allies to preserve their common identity and revitalize a partnership that has changed the image of world politics and safeguarded the collective interest of the West. To achieve this goal, NATO allies should be able to energize an adaptive dynamic that covers aspects related to both the internal and external security dimension of its members.

‘Today, we face a much broader range of threats than in the past. To the East, Russia has become more assertive with the illegal annexation of Crimea and destabilization of eastern Ukraine, as well as its military build-up close to NATO’s borders. To the South, the security situation in the Middle East and Africa has deteriorated, causing loss of life, fuelling large-scale migration flows and inspiring terrorist attacks. NATO is responding by reinforcing its deterrence and defence posture, as well as supporting international efforts to project stability and strengthen security outside NATO territory. We are also confronted with the spread of weapons of mass destruction, cyber-attacks and threats to energy supplies as well as environmental challenges with security implications. These challenges are too big for any one country or organization to handle on its own, so NATO is working closely with its network of partners to help tackle them.’

On 13 December 1956, the North Atlantic Council endorsed a report to enhance non-military cooperation and coordination within NATO. Known as the Report of the Three Wise Men, it proposed concrete activities to enhance cooperation in the areas of politics, economics and science.

One of them was the Italian, Gaetano Martino (25.11.1900–21.07.1967), a politician, physician and university professor. In 1954 he was appointed as Minister of Foreign Affairs of Italy.
