Regional training supply and employees’ training participation

Abstract

Using data from the National Educational Panel Study of 2009/2010, this paper investigates the correlation between regional training supply and employees’ training participation. Controlling for other regional factors such as the local unemployment rate, the educational level, the population density and the regional industry composition, the results indicate that training participation is significantly higher in regions with many firms in the training supply market. The predictive power of the other regional factors is rather minor.

Employees’ training participation contrasts to training participation of the unemployed within the framework of active labor market policies as the intention (staying employed versus becoming re-employed), the content, duration and financing differ to a large extent.

While this paper focuses on estimating the determinants of training participation of individuals, another stream of the literature answers the question which firms undertake training investments. For an application see, e.g., Görlitz (2010).

Theoretically, a more complex way of dealing with correlation within labor markets would be multilevel modeling. However, such an approach requires correct model specification of the error-term correlation at the higher level (Cameron and Miller 2015). This assumption is generally hard to fulfill and not credibly implementable with our cross-sectional data. Therefore, we opt for a widely-spread approach in applied econometrics: an OLS regression which controls for a rich set of fixed effects combined with cluster-robust standard errors that ensure accurate statistical inference.

This is because there is no adequate proxy for these factors available in the data.

The decision on how to split the sample by age was based on the peak of the age-training profile. According to Table 2, the coefficients of age and quadratic age indicate a decreasing tendency between age and on-the-job training starting for individuals at age 40.
