The Siena Micro-Simulation Model (SM2): a contribution for informality studies in Brazil

Abstract

According to the Brazilian Institute of Geography and Statistics, 40 million people worked in the black market in 2012. This result certainly represents an improvement on the informal employment calculated in 2001, but it is still extremely high by international standards. This article aims to contribute to this discussion by presenting the Siena Micro-Simulation Model (SM2) that is able to reproduce the Brazilian National Accounts System data, and to simulate, on a regional and national scale, the policies adopted to combat informal employment. SM2 has been widely used by EUROSTAT in other European countries, and enables not only conversion of gross to net income, but accounts for changes in the current tax rates and the implementation of the new tax burden. Based on the excellent results in terms of social insurance contributions, total taxes and disposable income, we can use the SM2 as a wide tool to simulate public policies in Brazil.

Since 1940, the Brazilian government has fixed the value of the national minimum wage. This is the lowest wage that an employer can legally pay an employer for the time and effort expended on the production of goods and services. From 1 April 2007 to 29 February 2008, the minimum wage was set at R$ 380. However, for the SM2, we consider the minimum wage to be R$ 415, since this was the value set by the Federal Government on 1 March 2008, which remained in place for the rest of the year—including the month of September, when the PNAD questionnaires were applied.

If the income is not in reais, the sums should be converted into Brazilian currency. But, as the PNAD does not present income in other currencies, we are not including the Central Bank’s conversion table here.

Another reason was the declaration of time of work. Although the PNAD asks separately how many months and years the individual has been in their main occupation, more than 50 % give a figure in years.

This is because the SM2 was originally created to meet EUROSTAT’s need to calculate and transform gross into net income using the EU-SILC database. The EU-SILC is a cross-sectional database covering income, poverty, social exclusion and housing conditions in countries of the European Union. This database was drawn up by EUROSTAT using existing data from each country – household surveys or public records.
