Abstract

Processes for remediation (removal of pollution or contaminants) of contaminated sediments have become very efficient. These technologies, which are particularly complex, call for a comprehensive approach to risk analysis which characterizes all threats (to humans, equipment, local residents, the environment etc.). The STAMP accident model (Systems-Theoretic Accident Model and Processes) is an example of such a comprehensive approach, and it has been chosen to characterize the risks associated with Novosol®, an innovative remediation process. Risk analysis is carried out through the application of STPA (STamP-based Analysis).

The Neutrec (www.​solvay.​com) process is “based on the dry injection of finely-ground sodium bicarbonate in the flue gas to be purified. The sodium bicarbonate neutralises the acids (hydrochloric acid, sulphur dioxide, hydrofluoric acid, etc.) with a very high efficiency. Through the combined injection of activated carbon or lignite coke, fumes are cleaned of heavy metals and dioxins/ furans, and meet the most demanding legislator standards. The process is totally dry; no aqueous effluent is generated or treated”.

All the reports and the results of the risk analyses for the Novosol® destined to be used at Solvay’s industrial facilities were provided as paper-based report for the HAZOPS analysis and a DVD containing the HAZOPS analysis together with recommendations and the evaluation of occupational risk. This material can be edited and updated throughout the lifecycle of the Novosol® system.

A Hazard and Operability analysis (HAZOPs) (Ericson II 2005) is a hazard analysis technique that seeks to identify deviations in a system or process, usually physical or chemical.
