Zusammenfassung

In unserem Beitrag diskutieren wir Entwicklungen in der politischen Kultur und der Kommunikationsinfrastruktur, die mit einem Strukturwandel der Öffentlichkeit in westlichen Demokratien verbunden sind. Öffentlichkeiten sind danach maßgeblich von Dissonanzen geprägt. Darunter verstehen wir Situationen, in welchen öffentliche Deliberationsprozesse und Debatten vielstimmiger, unübersichtlicher und oftmals konträr zueinander verlaufen und somit die kollektive Willensbildung und demokratische Reflexivität öffentlicher Meinungen erschweren. Wir argumentieren, dass die dissonanten Öffentlichkeiten innerhalb westlicher Gegenwartsdemokratien durch zwei langfristige Entwicklungen bedingt sind: einem grundlegenden Wandel innerhalb der demokratischen Kultur, welcher von sinkendem Vertrauen in politische Institutionen geprägt ist, sowie den Prozessen der Digitalisierung, die mit einer Fragmentierung von Mediensystemen und neuartigen Vernetzungsstrukturen einhergeht. Als unbeabsichtigte Folge dieser Entwicklungen sind Opportunity Structures für neuartige politische Bewegungen und Challenger-Akteure entstanden, die bestehende Institutionen massiv unter Druck setzen.
