Who Are Identified as Poor in Rural China’s Targeted Poverty Alleviation Strategy? Applying the Multidimensional Capability Approach

Abstract

This article examines how poverty identification is operationalized in the Targeted Poverty Alleviation (TPA) strategy in rural China. Using the 2016 “Thousand-Person Hundred-Village” national survey data and multilevel regression analyses, we found that the TPA strategy used a multidimensional approach to identify poor households and register them into the national poverty database. In addition to experiencing income poverty, rural households that suffered deprivations in education, health, employment, living conditions had greater odds of being registered as poor. Households from non-eastern regions as well as those from less urbanized counties were also more likely to be identified as poor. This article uses the Alkire and Foster method to construct a multidimensional poverty measure. We found that using the multidimensional poverty measure achieved better targeting performance of poverty identification than using the income poverty measure only. Households that were registered into the national poverty database—regardless of whether they were income poor, multidimensionally poor, or non-poor—received more public assistance from the government than those who were non-registered poor. These findings provide new insights into rural China’s multidimensional poverty identification practice and suggest implications for China’s future poverty monitoring and alleviation efforts.

The questionnaire askes rural households to report income from 11 sources, including income from agriculture, forestry, animal husbandry, and fishery; local non-agricultural employment income; local non-agricultural self-employed income; employment/business income from working in cities; pensions; property income; income from government cash transfers; gifts and inheritance income; income from property sale; income from renting or subcontracting land; and other.

Pre-transfer income is the total household income without any government transfers. In the regression analyses, we control for the logarithm with 10 as the base of the pre-transfer income per capita plus one.

The national rural poverty line was set at 2300 yuan per capita in 2010 constant prices and increased to 2855 yuan per capita in 2015 with CPI adjustment [58].

For example, based on the multidimensional poverty measure, there were 309 non-poor households out of the total 1,191 households that were registered as poor, representing an inclusion error rate of 25.9% (= 309/1,191); there were 3,921 non-registered poor households out of the total 4,803 poor households, corresponding to an exclusion error rate of 81.6% (= 3,921/4,803).

Paired-up assistance (jiedui bangfu) is a poverty alleviation strategy that pairs up poor households/villages with local officials or companies/institutes/resources from outside locality to provide targeted assistance and help lift the households/villages out of poverty.
