The expansion of the European Union to 25 member states in 2004 brought eight former East European countries with a population of 73 million into the EU. The experiences of these economies in the post-war period have, however, left a legacy in terms of retail structures and retail spending. The average per capita retail spend across these countries is around 35 % of the average in the established 15 European Union markets. Poland is by far the largest of the new East European member states, whilst Slovenia with a population of around two million has the highest per capita retail spend
